Mike Harris

CIO Clark Public Utilities
As Chief Information Officer at Clark Public Utilities, Mike Harris manages a diverse and talented staff of 37 IT professionals responsible for all aspects of the utility’s technology infrastructure including computing HW foundation; application programming; data management and analytics; telephony; data and SCADA networks; and mobility.  During his tenure at the utility, he has successfully led key projects to modernize the IT infrastructure; create virtual client server and SQL environments; develop an enhanced security framework; deploy a VoIP telephony system; and to deploy an AMI Smart Grid pilot.  Under his guidance Clark successfully replaced a heavily customized, in-house developed legacy CIS, Billing and Work Management systems.  Mike and his leadership team successfully implemented many thought leadership processes Clark had developed over the years that have facilitated their top ranking in the JD Power Customer Satisfaction survey.

Mike joined the utility in 2005, and was named CIO in 2008.  Before joining the Utility, he managed US based technical sales and marketing teams for Hewlett Packard.  Prior to joining HP, he was a faculty member at the University of Oregon where he taught MIS courses and was an IT administrator.

Mike holds Bachelor and Master of Science degrees from Western Michigan University, and a Master of Business Administration degree from Oregon.  He enjoys running, cycling, reading, and woodworking in his spare time.
